The rules most likely to catch out a shop

Consumer protection

The Digital Markets, Competition and Consumers Act 2024 banned fake reviews and hidden 'drip pricing' from 2025 and lets the CMA fine businesses directly — the biggest shake-up in consumer law in years.

Local licensing & permits

Many activities — late-night food, street trading, pavement seating, alcohol — need a licence from your council, and local licensing policy is reviewed periodically with conditions that can change.

Fire safety

A current fire risk assessment is a legal requirement under the Regulatory Reform (Fire Safety) Order 2005, with extra duties under the Fire Safety (England) Regulations 2022 for many premises.

Workplace health & safety

General duties to protect staff and customers apply under the Health and Safety at Work Act 1974, with reportable incidents under RIDDOR. The HSE and your council both enforce.

Waste & recycling

Under England's Simpler Recycling rules (from 31 March 2025) most businesses must separate recycling and food waste, use a registered waste carrier and keep transfer notes. Wales and Scotland have their own workplace recycling duties.

Employment & pay

National Minimum and Living Wage rates change every April, alongside holiday pay and right-to-work checks. Underpaying — even by accident — can mean penalties and public naming.
